Building something next to someone's house or kingdom is in no way considered "Harrassment". He decided to build his house beside the kingdom because it looked so lovely. It is not touching the kingdom nor is the building inappropriate/harmful. Second, it's not grief simply because it doesn't touch the kingdom walls.

The idea of a troll home, which munch has admitted to it being multiple times, is actually harassment. Harassment is the act of continually annoying someone, and by continuing to expand his home obviously just to annoy dark, yes I would consider it harassment. If this continues to happen I suggest a high rank should interfere and jail munch

BKreitz is not exactly the best role model. But I do not think that would be a very appropriate thing to do, so I would say no.
