When someone's just slightly drunk, it's usually called a "Buzz" but a buzz is also a term used for someone in a really good mood over something.

Funny thing is, it's actually a really old term. The only term I heard it being used was back in 2005 or so LOL I'm the only one who still uses it (aside from you now)
