Gunpowder/TNT survival

I was on today a long time i kept getting gunpowder from gravel then i read up on mcmmo and found out that u get drops from excavating with a shovel and it also said it vairys depending on the server. there are only 2 uses that i know that envolve gunpowder potion splash and tnt and tnt cant be placed. im just recomending changing the drop of gravel.

Gravel= gunpowder
dirt=glowstone
sand snow i dont know

Or you can just keep it the same, maybe people need the gunpowder for potions. Besides whenever you get high enough several things drop out of everything. For example I get tons of flint, gunpowder, bones and soulsand from gravel. Then from dirt I get glowstone dust, diamonds, cake and a whole lot more. The same drops come from sand that come from dirt. Last, snow has nothing but snowballs, from my knowledge at least.
