A Disturbance in the Force

Hey There,
I have an disturbance in the force (a.k.a my city)
A guy has loads of diamond blocks on his house and it disrupts the whole city. I always have to walk around it and same with others. It also makes me unable to get into my shop. It makes me angry. The city has a rule against diamond blocks, yet he doesnt take them down. I even forget who he is. I just was wondering if anyone can do anything about it. Maybe like remove them and put them in a chest for him in his house. Idk. I just want them out of there.

I would also like to point out that if a diamond block is obstructing others property it has to be moved or the diamond blocks radius reduced

Well it is blocking part of my shop, and they are forbidden in my city. Plus there is like 20 of them.
