if we had a player report forum it would just be seen as a way to attack eachother. everyone would have someone complaining about them, fights would break out, people would quit and bans would follow. its not like it isnt even already happening.

Yeah I understand why you guys think that way, the reason I suggested the jail explanations wasn't only so people weren't as confused as to why they were jailed, but as a place for people to say why someone SHOULD be jailed/muted/banned/punished
