Mods don't just happen Brooke, people who deserve them need to happen. They must be earned, not found.

That means that Inspiron trusted Neko.
Also, Jared bought admin.
And other people. Neko was the only one who stayed Admin.
She is trusted.
She earned the right to keep it.
