Yes Challenger should be mod.
Reason 1: Is Trusted on the server and follows the rules
Reason 2: Is Respected by Players
Reason 3: When we found a Ruin of an old Town Challenger had an idea, and started to rebuild it. [This would be much easier if he could us /i command to get items]

These are the Reasons that make me think Challenger410 should be a [MOD]
