Can people tp to you w/o asking?

Can ranks tp to you w/o asking? Beast did it. I'm not super mad but it ticks me off. I'm working on something and he tps to me and leaves quickly b4 I could see him, but I did. He says it isn't against the rules. I thought it was a rule that ranks cant tp to people unless they ask for permission to.
