Uh... wrong. This is NOT ban worthy. Even if you had given him tons of verbal warnings, from what I'm getting from this conversation you've never jailed him for this.
Also, warnings are due to a certain problem. Example : If you warn him for griefing, and he goes and tp-kills the next day, you can't say you warned him. This comment is only valid as long as him saying "I never knew it was a rule" is true.
Lastly, the pricing was a lot, maybe too little, but you can't punish him for that. He made an attempt and it was a hefty price. You wouldn't expect him to charge 14 stacks of iron would you?
This ban is not worthy. Chall, you should've jailed him. I have a hunch that this ban was covered as a scapegoat to hide a personal issue. You can't do that.
Chall, you need to unban him and jail him for the rest of the time he was banned.

I wouldn't argue this, not now. It's already like hallway into the time.
