there would needd to be a very severe rule in place. destroying unprotected things is still griefing. unless you can present proof that the land is owned by someone who has been gone for approx a month and that they are banned, you may not buld there. meeting these constraints would need the help of higher ranks, at least sd, and such land inquiries could be treated as paid tasks like similar to setting warps. it would need to be set not on how long a person has been banned, but rather if someone pays for an inquiry, and it turns out the person has been banned for a least a month, or gone for the server for a year, then that land becomes forfiet and usable once again
