unless rules have changed, stealing isnt against the rules. if they were in an unlocked chest then its fair play. granted, using bypass to take things from a locked chest is inexcusable, but i dont know what rank toxic is.

He broke into my house inside a village where you are not allowed to steal or break into people's houses. He broke in and stole from a chest that has spawned items

It is allowed, he shouldn't be jailed unless he had broken any blocks, for that you only can jail for grief, not for the stealing. But that is if the chests were unlocked, if they were locked and he stole from them this jail is alright. But I doubt this person was a SuperDonor, since I've never seen or heard of them.
