It's just in a flashback, so we don't know if it's the dad or the brother, but us Bronies DO know that it in RD's family. Because he has a rainbow mane, and is blue-ish colored. Too bad they didn't make him talk or anything... They only showed him looking at filly RD after she scams "NOOOOOO!"
