I was exploring the factions map to build a base and it seems like the border starts at -700 can you maybe expand it so I can build out farther?

According to my theory, the world is small because the faction server is new. This is to prevent any major lag caused by the plugin, and the world will most likely be expanded soon when no issues are detected.
