I don't know, I'm quite two sided on this one.
Nick is right, there is no rules about building in the immediate vicinity of a town
But chall, boo, kittens and slurpie are right in the fact that chall has the authority to get rid of the house if it is above or below the city if it is causing large irritation.
Even then chall would need to make a formal REQUEST to have the house removed to lord nick considering flying up there and destroying it is actually grief.

this is a different location. He i doing it to lower ranked people, that are unable to do anything about it. he is building off of Matttana's new hotel, that he JUST FINISHED! so yeah, im going to consider it grief
