If he wants to be the only one pvp'ing in his city, then so be it. He wont have anyone left in his city though if he keeps it up. So he would end up a loner pvp'er. His choice.

I'm pretty sure you can defend yourself if they go a little far. I'm not too sure on the terms and conditions of this though, I think you can't kill them though.. For sure, right?
