I was told that tping to people without permission was against the rules by two people. Is it really though? It isn't in the rules and if it actually happens to be against the rules they should add it. I know tpoing without permission and tphereing without permission is against the rules, thats not what I mean.

It is not against the rules. It is kind of rude though. If you tp to someone and they ask you to leave, then you should. Not because its a rule, but because it's courteous.
