There is no such thing as discounts xD
Since Mod was on sale for $40 then you'd have to buy VIP-Obsidian to make it $100.

If you purchased vip+ and THEN got Mod, (15+40=55) You would have to buy ranks that would add up the total amount of money in your name to 100. I would advise geting Vip-Diamond and then buying VIP+ again. While the purchase is in transaction your rank might change Diamond or Vip, but not to worry.
