He is basically saying that instead of buying a rank like VIP obsidian and getting jail with the rank you have to apply for that kind of command. So people don't just go around jailing whoever they whenever they want.

Sometimes I forget to post.
Sometimes the forums are down but the server isn't.
Sometimes people have to go somewhere.
Its better to wait first.

i dissagree. if the forums are down write it down on paper and post it asap. otherwise theres no reason it shouldnt be on the forums before that person gets jailed
