I have jailed him twice already and he doesnt seem to understand

I was on when this happened, and MANY people were asking me to demote and ban him. I did NOT do that as I just became an admin today, and I know it is not my place.
So I am just giving you my input and what these people are saying is in fact, true.

It's true because I jailed him and he was asking other mods/admins to unjail him
He said that he is in there for no reason and that he doesnt abuse his powers
