This section is called 'Report a player'

Not 'Whinge and Moan about a player'. No proof (screenshots and/or other credible witnesses). Imagine this being the real world. You are calling the 'police' because you want action right? Well, they are going to need proof, just like we do. Now, we do get it wrong, and so have the real world police. But it is set up so most of the bad and evil people are caught. If you can't easily prove it, then it isn't really worth reporting anyway.
