Yes, if these guys keep up their inactivity not just on the server but also on the forums they will be demoted.
Although, I think that's probably too late now
I mean, it's not like it's a surprise, I don't want them to be demoted, but two months of inactivity? What can you expect?

I've only ever seen one mod on the server and he was only on for maybe 5 minutes

I remember that guy when he was a Mod, but he later came back on the server as a Member since he is extremely inactive.
