How would they know a server has rules? It's up to ten to look for it, f they don't, they'll make a mistake ad get punished, there's a life lesson for them xD

The same way you know the rules for the server. You read them. If you enter a town without reading the rules you usually try a warning. If you chase someone into a town it would be labeled as federal (if you follow the example as I stated before). It started on the unowned land, so it is not the "states" issue, since it was started out of state. If you start PvP in a town, you should have taken the time to read the rule board before pvping.

If you walk into a town, and you're pvping, you aren't going to go run and search for some rules.
Maybe you should ask an admin to verify your town or something.

If you don't want your town to be pvp put down rule signs. If theres no rules sings visable and in the open, then sorry about your luck. But yes, towns can make there own rules. You just cant say your a "no pvp town" when your town consists of 2 or less houses.
And to add onto Chall. When you are born are a book of the "rules of the world" handed to you. No. You learn from trial and error and from learning from others.

can't just randomly place lapis, otherwise people wouldn't be able to build stuff, and some towns are building towns.
plus, when you make a town, generally you make a spawn, complete with a rule board, or you put a ruleboard at the warp place. That's what Rachel did with SpaceTown, that's what I did with PandaWorld, that's what Kittens did with KittensVille. It's all good.

How does a person even KNOW there is a town there?
I say that we should have a rule established about this.
After a warning, the person should be jailed.
