If he wants to be the only one pvp'ing in his city, then so be it. He wont have anyone left in his city though if he keeps it up. So he would end up a loner pvp'er. His choice.

yes. It's called trespassing. If you trespass on someone elses property, they can kill you and not get in trouble, but if they harm you, you are pressed with charges. This only applies to property, not towns though

I'm pretty sure you can defend yourself if they go a little far.
I'm not too sure on the terms and conditions of this though, I think you can't kill them though.. For sure, right?

well, not for stepping on your lawn to get out of traffic XD but there was a man in Arizona who had a tower, waiting for people to cross the border from mexico. He and his rifle dropped 7 people who jumped the border illegaly, and there isn't really anything anyone can do about it. it's his property.
